I think for doing ECE NIT-Goa is the institute to pursue. According to the previous year placement record 90 percent of students are placed with average package of around INR. 5-6 LPA.

I think DTU is better option but if seen according to priority list which is best
NIT Durgapur, DTU, NIT Hamirpur & Jalandhar.
In NIT, Durgapur last year closing rank was 18112 so there is less chances but if take part in JOSSA counselling carefully then there will be a chances in Durgapur otherwise

I will suggest you to continue with computer science and engineering and information technology in NITs like Bhopal as they will have a better future perspective and will have excellent placements too.

Study at our state because there are college like VASAVI and CBIT that offer seat through JEE Main rank. Else, go for NIT, Hamirpur. But, give preference to state colleges.
