B.Tech Admission in Technological Institute of Textile and Sciences is based on HSTES counseling JEE Main or Merit. But, if the seats are still left even after the counselling rounds, the institution can provide direct admission under management quota. Admissions in such colleges are on the basis of merit and eligibility but missing HSTES initially reduces your opportunity.

Cutoffs change each year based on vibes (JK—based on applicants, seats, and categories). It's all linked to your JEE Main rank and board scores. For the latest cutoff tea, keep checking the HSTES counselling portal or TIT&S's updates.

Yes, you can get admission to BTech at Rao Pahlad Singh Group of Institutions without participating in the HSTES counseling. You can also secure admission to the course by participating in the JOSAA (national-level) counseling, or you can also get direct admission under the management quota.
