Hello Rishabh,
International students to be able to have a good understanding of English. That is the reason why language exams like TOEFL and IELTS are compulsory for Indian students (some exceptions could be there). Since the medium of studies is English, it is important that everyone in the class is able to cope with the study material. That is why IELTS scores are so important for college admissions.
