A good no. of companies are coming to RIIM-Pune, therefore, if you don't get a seat with IMS-Ghaziabad, you can consider it. IMS-Ghaziabad is the first priority. Secondly, prefer RIIM.

I would suggest that if you are interested in foreign language then you should go for Jawahar Lal Nehru University (JNU) Delhi, because it is the best university in India for foreign language, diplomats are also trained here , it has lowest fee and it also provides accommodation which you can easily afford.

No, you can't pursue two regular courses at a time. If you have completed your 12th, you might pursue your Bachelors study from any open university (eg. IGNOU) and Polytechnic through regular mode.
