They are kind of same, but there is a difference between administration and general management, but it's fairly subtle. A business management degree focuses more on planning and organizing, whereas a degree in business administration provides a broad background and then allows the student to focus on a specialized area of business.

It is indeed very heartening to know that you are interested in doing your Ph.D in public health or epidemiology, which are indeed very good subjects to pursue your research. Firstly, it is best to check with your teachers where you did MPH, as to availability of guide. First of all, you have to do LLB, then only you can do LLM. For LLB, you need 45% marks, so you are eligible and most probably only CCSU is open now so apply soon.
