Yes, you can study. You should apply for IELTS/GRE. You should score 6.5 or above score. You can take admission in university of oxford, university of Cambridge, university of St Andrews, university of Leeds etc.

Interested aspirants for the undergraduate degree must fulfill the below-mentioned eligibility criteria. Completion of 10+2 or High School Senior Secondary exam by Central Board of Secondary Education (CBSE) or any equivalent exam conducted by any State Board or equivalent. A minimum score of 50% aggregate at 10+2 level. English as a subject at HSC. All SC/ST candidates have a relaxation of 5% in the minimum aggregate. Select the college where you wish to pursue B.A. From then check the age eligibility. Otherwise, you can apply for B.A. Correspondence/distance from IGNOU/DU SOL.

Yes, you can write the entrance exam. If you have successfully cleared all your semester exams up till now with the pre-requisite aggregate (that you'll find in the e-prospectus) and if you're positive you'll clear the finals too, go ahead and apply. All the instruction and other details will also be mentioned in the prospectus.

The course you mentioned is a good one. I would advise you to take up the course you like. Also Xavier's is a well-known college, but first select the course you feel is appropriate and then search for top colleges for that particular course.
