Many colleges under the University of Delhi (DU) such as the Hindu College, Kirori Mal College, Lady Shri Ram College etc. are pretty good for Bachelors in Political Science. Banaras Hindu University (BHU), Aligarh Muslim University (AMU) and Jamia Millia Islamia are a few among the best universities for B.A (Hons) in Political Science.

No, is does not offer Ph.D in sociology. The program offered is only Ph.D.

First, decide on the college where you wish to take admission. The eligibility required is post graduation. For admission to the course, the following parameters apply:
In cases where the candidate has already qualified an entrance examination for pursuing M.Phil., appearing for an entrance examination for the Ph.D. programme is not. In cases of some universities, candidates are needed to qualify the all-India level National Eligibility Test (NET) for Lectureship, conducted by the University Grants Commission. Candidates are selected on the basis of performance in a round of interview upon qualification of the written test.
