It depends upon the entry for which you are applying for . Moreover 90% is good score to be eligible for all entries but do check whether the entry contain written exam or not.

Firstly, start reading newspapers and some English songs with lyrics songs will help to improve your pronunciation and reading newspaper will help you to learn new words and found there meanings and most importantly make your grammar part stronger as much as you can and also purchase some good guides to learn more I hope this will help to achieve it. There is no such University in India that will help you to complete your graduation in one year at least graduation will take 3 years, if you do it from open University, and you are not eligible for reappear. Good luck.

Kindly check if you fulfill the eligibility:
Candidate must have passed the 10+2 or equivalent examination from a recognised state or central board with at least 50% (relaxable for reserved category candidates) marks. He/She shall not be having any Supplementary or Compartment in any of the subject/Subjects at 10+2 or equivalent level that is yet to be cleared at the time of taking admissions. UGC NET Exam is conducted two times a year in the month of June and December usually. The UGC NET Exam mainly is conducted in the two phases UGC NET Paper 1 and Paper 2.
