M.Phil Through Distance Mode is not available from all universities except the IGNOU ad far as I know. Some years back, the Distance Education M.Phil was stopped.

He can do some certification course in the duration till he clears his backlog. It is not worth to drop the course for anything else. So do 1-year Diploma or certification course in the field he is interested in.

Just prepare your UG syllabus thoroughly. Download previous years Question Papers and also some practice sets. Solve them and you will get some idea about paper.

Both the colleges are good. If you want to choose one, then choose on the basis of distance from your living place. Both colleges are on same level. Visit both places and then decide.
