It is difficult to search the university equally good as Delhi University. But you can think of Mahatma Gandhi University or IGNOU to opt M.Phil from distance education.

I am sorry to say but it is very difficult to get St. Xavier's College for Bachelor of Arts (BA) with 72%. You can still wait for their cutoff if in case you can crack the same. Meanwhile you can opt any other college as a second option.

Are you talking of "Occupational English Test"? If yes then there are plenty of sites that will help you in this. Some are paid while some are free. At Shiksha platform we cannot promote a particular brand and hence I would request you to google for it to get link to all possible sites.

This course has only 23 seats and usual government reservations apply. The entrance exam conducted is only for this course. Hence you need to be in 90 percentile at least to get admission.

It's indeed very heartening to know that you want to study something in spite of doing a job. My advise will be to download brochure cum application form of IGNOU. This open university has wide array of subjects to choose from. I am sure you will find your favorite subject here.
