Most institutes shortlist students for the course on the basis of their performance in a relevant entrance test. Some institutes conduct their own entrance tests for offering admission. Unfortunately you cannot apply for Ph.D. in any college or University. The minimum eligibility criteria to apply for Ph.D. is to obtain a minimum of 55% score in your graduation.
