The result announcement and counselling sessions both will be held in July itself. There must be some mistake, counselling can not start before the result announcement. Check again on the ICAR website.

The Indian Council of Agricultural Research (ICAR) is an autonomous body responsible for coordinating agricultural education and research in India. For applying you don't need it. After your exam when your results are out, and you go for verification, that time you need your mark sheet.
