Yes, IGNOU offer BA courses in various programs.
There are two sessions every year for admission in IGNOU one in the June session and the second in December.

After admission confirmation, IGNOU usually generates enrollment numbers within 4–8 weeks.
Since you applied in January, you should have received it by now.
Delays can happen due to:
Document verification pending
Fee mismatch
Technical backlog in the admission system

For admission in a BA programme of Indira Gandhi National Open University, the aspirants must meet the eligibility criteria. There is no entrance or selection procedure. To be eligible for the BA course admission, aspirants must be Class 12 or equivalent examination pass from a recognised board. Candidates have to submit the relevant documents as well for the verification purposes.
