For General category student one will need 80+ in +2 and 60+ in college for getting admission into IIM, Shillong.

IIM, Indore undoubtedly. Even if you check the institute's rank, it's much above the later.

IIM Lucknow is better than IIM Shillong in brand value, placements.

For getting into IIMs you require more than 95 percentile.If you are looking for some other tier one campus then you need just 85 percentile and above. If you go to tier two and three campuses you can get it easily then you should score approximately 70 percentile and above. With MAT exam you can get into major tier 2 and 3 campus.CAT exam is mostly used as a criterion of selection in IIM, IIT, Symbiosis etc.
