JEE prep rank of 2453 for an ST candidate is quite good to get an IIT. Generally to secure admission to newer IITs, candidates typically need to attain a rank higher than 4500 in JEE Advanced. So as you have a good score in your prep exam, you have a good chances of getting an IIT. Although your selection depends on various other factors such as your score in the JEE Advanced exam and your relative ranking within your category. 

Yes, you can apply for the IIT JAM exam, even if you do not have Chemistry as your subsidiary subject in B.Sc. Botany (Hons.). With a SC category rank of 3568 in JEE Advanced, you have a decent chance of being able to get into several IITs, though some branches will depend on the cut-off of the year. The branches which you should expect may include Civil Engineering, Chemical Engineering, or Metallurgical Engineering at premier IITs like IIT Delhi, IIT Bombay, IIT Kanpur, or IIT Madras. The new IITs, such as IIT Bhilai, IIT Goa, and IIT Jammu, may still offer good options for core branches like Electrical, Mechanical, or Civil Engineering. The final options will be presented through JoSAA counselling.

There are good chances for getting IIT college but it can be little difficult because of the huge competition among students. 

To get into newer IITs, your rank must be higher than 4,500 in JEE Advanced and your rank is higher than that, so you are eligible for IIT.

There are several other good colleges in the country from where you can pursue CSE. CSE is one of the branches which is very popular and always in demand. And, if you are very particular about the name tag or brand, you can prepare and appear for the exams next year. The most important thing is the skills that you will gather when you pursue your program. There are world-class private universities in India offering B.Tech in CSE.
