Nowhere it is mentioned to provide Caste Validity Certificate for Maharashtra Students on any of the CAT websites or links. They just need Caste Certificate only and that is in central government format.

If you are an IIT graduate with a BTech degree in Communications Engineering, Electrical Engineering, or Electronics and Communication Engineering and have an overall CGPA of 8 and above or more than 75% marks, you can get direct admission for M.Tech Communications Engineering.
Not all IITs offer this exemption so you need to check at their official website to confirm the same. IIT Delhi does offer this option to IIT graduates. Having said that, rest of the candidates must have a valid GATE score for admission to M.Tech Communications Engineering at the top IITs in India.

In order to get admission to M.Tech in Communications Engineering course at IITs, you must meet minimum eligibility requirements. You should have at least 60% marks in your bachelor's degree in a relevant field. For reserved category candidates, marks eligibility requirement is usually relaxed by 5%. Further, you have to appear for GATE exam. You must secure a good rank in entrance exam as it plays most important role in admission process.
After you successfully secure a decent rank in GATE, you will have to appear for COAP counselling process where you will be allotted a seat according to your rank at one of IIT branches in India.

For UG Instrumentation Technology courses, you should have at least 75% marks in Class 12 in the PCM subjects. If you belong to the reserved category, the marks eligibility for you will be 65%. Apart from that, you have to appear for the JEE Main and JEE Advanced exams and get good marks, which will serve as the final call for admission.
Once you get a good rank in JEE Advanced, participate in the counselling for seat allocation based on your rank. However, for PG Instrumentation Engineering courses admission, the eligibility criteria is 60% marks in your bachelor's degree and clearing the GATE exam.

For taking admission to Electronics Engineering courses at the IITs, you should be able to meet the eligibility requirements. For UG courses, you should have at least 75% marks in Class 12 in the PCM subjects. If you belong to the reserved category, the marks eligibility requirement is usually relaxed to a certain extent. Also, you have to appear for the JEE Main and JEE Advanced exams. You should work very hard and get a good rank in JEE Main to be eligible for JEE Advanced, which serves as the final call for admission.

No, you cannot get admission to biomedical engineering at IIT without Studying in class 12.
The Biomedical engineering admission eligibility demand candidates to pass class 12 in the science stream with the minimum of 50 to 60 percent marks in physics, chemistry, mathematics or biology subjects.
