One can appear for entrance exams like JEE or UPSEE. Some universities also conduct their own entrance exams. Admission is based on entrance score of any these two exam followed by counseling.

Yes, of curse but only for others state student can do diplomatic course only but Bihar student can join two programme. Both of student can join but others state student can only join diplomatic course.
