Hello Adarsh,
Yes, the students from other state can also apply for TNEA counselling. For that, you need to meet the required eligibility conditions. You need to apply for counselling at www.annauniv.edu. I think the applications have been closed on May 31st. So, you can contact the admin for further details.

1. Direct admission (15% of total seats).
2. Scholarship entrance exam.
The total fees for B.Tech is 3,50,000.

Origin of Ayurveda is in India and it is gaining importance now, specially among foreigners. There are places where foreigners come to get Ayurveda treatments. That means it gains importance in tourism field. Moreover, it is a good and healthy way of curing diseases. So, if you really have an interest in it, go ahead.

If you have studies electronics, then EC branch will be better for you. EE has electronics as non-core subject so that won't help you much. So, if you are interested in electronics then go for EC.

I think they might not as it's a state board examination and you have to get the certificate from the state from where you stay. But still you can better try to contact with WBJEE board through phone call/e-mail to get the most right answer in this connection.
