Hello dearThere are two condition for jee advance exam regarding to board.
If you fulfill one of them than you are eligible for jee advance.
1. Your 12th percentage above 75% .
2. otherwise your 12 th percentage should be in top 20 percentile cut off of Bihar boars

"Best" is very subjective. For some people best would be based on Placement opportunities, for some it could be Faculty, for some it could be Infrastructure, for some it could be Institute's reputation for higher studies, for some it could be peers or one of the baby other attributes of an institute

All India Counselling is done for 15% of total MBBS BDS seats across the country.Its done by CBSE AIPMT. Remaining 85% are for State level counselling.

Presently CBSE conducts screening test AIPMT for admission into MBBS and BDS courses. With intake capacity of 52000 in 400 medical colleges of India.
