National Institute of Design does offer scholarships to students. The fee structure is very affordable as well and it provides both Industrial design and product design.

Eligibility for Advanced Diploma in industrial Safety (Government Polytechnic):
Candidate must have passed Diploma/ Graduation from a recognized board/ college/ university.
or
Candidate must have passed 10+2 from a recognized board and must have 2 years of working experience.
or
Candidate must have secured minimum 60% marks in Fire and Safety 6 months' course (only for students studying under Continuing Education Program of Government Polytechnic, Mumbai).
