Yes, the fees of IHM Mumbai is Rs. 2.36 lakhs for three years and for IHM Delhi, it will be around 2-2.5lakhs for 3 years. Also, please check on their respective websites for detailed fee structure:

For admission to HSR programmes conducted by the government in association with IHMs is done only through the college administration. So, you may have to go through a selection procedure based on the institute's recommendation. Pleases contact the college for further details.

If you belong to OBC category then you can easily get admission in IHM, Mumbai but you can apply for other IHMs and wait till 2nd round.
