If you get a CSE seat in the NIT trichy then go for it. Next IIIT Hyderabad. After that IITs like Tirupati.

I am not aware whether IIIT Hyderabad offers a part-time Ph.D. in Computer Science or not. But being alumni of LPU, I can assure you that LPU offers this programme.
LPU is one of the best universities to do Ph.D. to enhance your knowledge in the research area.

Eligibility: You should have a minimum of 55% marks in your master's degree in a relevant subject. As per statistics of before 2019, you can get your seat in any of the branch in IIIT Bangalore with your special caste category. Try up to last round of counselling, you may get a better chance than before rounds.
