It is very sad to say that with a rank of 75575 in JEE Main, you are very unlikely to get admission for CSE at DTU, NSUT, or IIIT Delhi. Filling out the JAC Delhi counseling form does not affect your JEE Advanced counseling eligibility. You can proceed with both processes simultaneously. To be eligible for JEE Advanced, you must get a minimum qualifying score in JEE Main and meet other conditions. If you are eligible, you can take JEE Advanced counseling, whether you have undergone JAC Delhi counseling or not.
