Yes, Indian citizens require a visa to travel to Japan. You must apply for a Japan tourist visa before travelling.

International students looking to attain permanent residency in Japan, can do so by satisfying one of the following eligibility criteria:
· Must be in possession of a work related residence permit
· A spouse/child of a Japanese citizen or a Permanent resident is eligible for Permanent Residency in Japan
· A long term resident, typically on a work visa for 10 years, or on a Highly Skilled Professional Visa for as little as one year are eligible for PR in Japan
· Students to have attained a 70 po

Yes, Japan does not have any special rules or visa requirements for overseas individuals to buy or hold land or buildings.
Individuals on a student visa can buy, sell & inherit properties freely with no time limit on the ownership of a property.
The taxes are the same for non-residents as Japanese people.
It is worth noting though, simply owning a property does not entitle an individual to a visa or permanent residence in Japan.
