As per your performance in class 10th if you can repeat the same result in class 12th, I would recommend you to do B.Com from Delhi University.

Both are equally good. What matters more is where you reside and the location of your dream B-school. Anyway, there isn't a huge difference between the two cities in terms of good B-schools but in my opinion, choose Bangalore if possible.
