Yes, you can get a seat in medical college in state quota. But with this score, the chances are more of getting a private college. Though you can try in government college also as you have the special reservation. I cannot tell the exact college you can get as the cutoff varies every year. Thank you.

Yes, if you go for further rounds of counselling cutoff drops but seat availability also drops, so if you are lucky enough you may get Subbaiah Dental College. Important thing is that do not lose hope till mop-up round is completed.

Regarding ragging there has been a lot of improvements in colleges regarding ragging. Ragging is strictly prohibited and anyone found guilty in doing so will have to face serious charges including getting debarred from college may also lead to imprisonment.

For this time around I think cutoff will be around 1,80,000. As competition as well as colleges (have been increased in some areas) many students try to go to newer colleges this may fetch you a chance for domicile students.
