If you want you can join IIT-Palakkad, but the college is still in development, and hence it may not be the best when it comes to infrastructure, but the teaching standards are still very good.

Hello,
First of all, you need to select the college or University you want to go in. In Master's course they conduct an entrance while in some cases. The admission are direct, so you have to get prepared for both. It doesn't matter, if you come from good place or backward you have to work hard.

If you are planning to change college mid course, you would have to get approval from your planned college and present college. And yes supplementary would be a problem. Talk to your college authorities on whether they are flexible with the supplementary issue.
