No, not every time, you can take admission in private colleges under WBUT if you are outsider. They may ask for it during admission time if they think it is needed but not for all. Brochure of this college may lead you better. But I think you should apply for domicile in your block. It will hardly take 15 days or a few more.

As I see, your marks in NEET UG 2018 you have very less chances of get Seat in Deemed or Private Universities Colleges. Cutoff for this year for getting any private or deemed Colleges, you have to score around 450 under AIQ & 430 under state quota for Open Category. You have even less chances to get any seat, if you belong to any category under your state. You can try for paid management seat in top deemed universities.

Lateral entry in diploma is only possible in second year, not in the third year and is completely dependent on college and university norms, some university allow it and some won't plus you need to have good scores in first year to apply for the same.
