IELTS's minimum level is 6.5 bands, with a minimum of 6.0 in speaking/listening (no exception will be made on this requirement).

With so many backlogs, you cannot apply for any institution in Canada. You can very well try in any other country.

I think it's up to you and your interest. Which college is better for you for achieving your future goal.

Yes, you can. The program requires applicants to hold a Bachelor degree, however in a relevant and closely related field. You must also take the TOEFL or the IELTS. Hope I have answered your query.
