The PGDM is more about practical knowledge than theoretical knowledge. For both the common thing is the communication. You should have good command on your languages. For media house, you can go with PGDM in mass communication and media. On other hand for public relations, you can join PGDM in public relations. Through PGDM in mass communication and media you can have jobs in media houses as well as for public relation Platforms. But through PGDM in public relations its little bit more difficult to get into media houses because of lack of mass media knowledge. I will suggest you to go with the PGDM in mass communication and media.

Boards don't make you linguist nor can help you become one by force or special help. I have seen many linguist in both Indian or quite many foreign language including English whose student life clearly expressed their passion and opting for more than classwork sort of things. Yes, ICSE has a great pattern to feed your passion but then you need to work more honestly. So, best wishes from my end. :)
