No, you can't get admission in IET through lateral entry.

No, you can change your branch. You can only apply for relevant branch.

There is no chance in Mechanical engg in IET and BIET.

No, there is no chance for government. College. You may try private college.

Yes, but you have less chances (around 75% chances) that you can get admission into those colleges at this rank, because lateral entry depends on the basis of vacant seats available in the second year.
