An LLB programme for INR 4 to 5 Lacs is quite common. Many top law colleges in India, ranked by NIRF and India Today, offer the three-year LLB course in this range. All BA/BSc/B.Com graduates will have to sit for national/state/institute-level entrance exams to get LLB admissions, though.
The best choice could be one of the LLB3 NLUs in India, i.e., National Law University Odisha. It offers this programme for ~INR 3-4 Lakh. But, it could be nationally competitive through the NLUO All India Entrance Test (NAIET).
And, if you go through our list of LLB colleges in India, 50+ law institutes are offering LLB
