If you fail in one subject, you need to take the exam of that particular subject. If you fail in 3 or more subjects, you need to appear for the exams of all the subjects.

No, you cannot at least in India. Here those two are considered as whole different branches. Architecture is not even considered as engineering.

Hi, if you are looking for jobs after studies you should opt for countries having flexible work permit schemes for foreign students like Canada, Australia and New Zealand. In Europe, you can explore Germany, France and The Netherlands. Asian giants like China and Hong Kong also have good opportunities.
