Yes, you can definitely go for UGC NET exam after completing your M.Tech in electronics and for this, you can apply in the month of September for the exam to be held in the month of December.

I believe you must have experienced B.Tech course, which focuses more on technical aspects not on the research/Science aspects. So, rather than taking suggestions from other people you should evaluate yourself on the basis of your experience.
