No, you can not do the M.Tech Biotechnology on the basis of B.Sc. Botany and Biotechnology. The basic eligibility criteria of M.Tech Biotechnology is B.Tech Biotechnology or M.Sc. In Biotechnology. GATE is another important requirement for pursuing the M.Tech courses.

Delhi NCR is a very big area and it may not be feasible for you to commute to the college situated in diametrically opposite location with respect to your residence. Hence I would like to advise you to look for the college nearer to you and check with them if they gave part time M.Tech.
