Yes, you can take the improvement exam next year for the HSC board even if you have failed in one subject during the July improvement but passed the main boards in February. Students are permitted by the Maharashtra Board to take the improvement exams for improving their marks. But because you have failed in one subject, you would also have to enroll for the supplementary exam of that particular subject. Yes, you can appear in 2025 again for the same board and same  subject. If one passed 12th in 2023 from Maharashtra state board but scored less than 50 percent can appear in 2025 from same board and same subject and it is considered as improvement. Students who got less marks will write exams again in next year to get better score and board provides the facility for students to increase score by appearing exams again in next year.
