 Yes, candidates who fail in 3 or less than 3 subjects are eligible to appear for Maharashtra HSC supplementary exams. 

Even you can take improvement exams only for three subjects of your HSC board, be it Physics, Chemistry and Mathematics (PCM), despite not taking the practical. Improvement exams are also held for the enhancement of selected subjects' scores of a student. But one has to check the rules of specific boards as some may require improvement for retaking practicals also.
