Unfortunately, 31 percentile is too low a score to secure admission in a good MBA college. Please refer to the link provided below for a list of MBA colleges in Pune, Hyderabad, Ahmadabad and Bangalore. My advice to you would be to appear for the other MBA entrance exams like MAT, CMAT, SNAP, etc., to secure admission in a top MBA college. Yes, if you're a Diploma passout from a Polytechnic in Maharashtra, you can apply to MIT, Pune. The admission process is conducted in June/July. But seats are limited so you will need an excellent academic record.
