NCC is offered by many colleges to it's students. However, if your college is not offering it then I am afraid you can not join NCC.

You should check with the admission authorities in your college if lateral entries are permitted in the 2nd year. Normally, students having a good academic record are more likely to get approval for a transfer. DU admissions require students to have high CGPA to gain entry into any of their courses. You should first block a seat in DU before you consider leaving your college.

You will have to appear for entrance exam conducted by the university. Once you clear the same and rank good, you can get yourself enrolled in the university.
