Both these courses are good in their ways.
But if you are talking about Public Relations, I will suggest you to go with mass comm, because when you get admission in journalism & mass comm, you will get aware about the culture in Public Relations agencies. It will allow you to develop a specialised knowledge of the concept- through theory and practice.
When you are pursuing English honours, your only focus will be on your language and, no doubt, after doing English honours, you will be able to speak English well. And it is true if you have good writing skills and are fluent in English, any news channel and PR agency would surely hire you. But you won't be able to understand their culture, their working style.
But when you pursuing mass communication for Public Relations, you will understand the key development and working style, the culture of Public Relations.
