Yes, Diploma holders can apply, but only if you have a 3 or 4 years Bachelor's degree with minimum 50% as aggregate.

Sectional percentiles are not considered by SIBM while giving the interview calls. The overall score is considered (it is generally around 98 percentile).

Yes, you are eligible. The eligibility criteria for MBA program is as under:-
Graduation in any discipline with 50% marks for general category and 45% for reserved category with 3 years managerial /supervisory /professional experience. And Clearance of OPENMAT conducted by IGNOU.
Further, the duration of course is from 2.5 to 8 years and the course fee is about Rs 31500/.

It is definitely possible. You can pursue Master of Business Administration from a regular college after completing graduation from open university. There is no such rule that open university students have to do MBA from an open university. If your college is recognised by the government then you can appear for all the MBA entrance exams including Common Admission Test (CAT).
