You have bright chances of getting selected in IIT Roorkee. If you have more than 80 percentile in SC category, there are good chances. Less than that, there are bleak chances of getting selected in IIT Roorkee.

Yes, it is considered. But, there are less number of colleges accepting May MAT scores.

There are no re-exams for CMAT. You will have to appear next year.
