It's impossible to get admission in IIM, Ranchi for distance education you can get admission in IGNOU but you need to clear the entrance. It is not difficult you just need to clear it so that you can get admission it's a recognised university and one of the largest open university and it has a great value.

JBIMS does accept MAT and ATMA scores and you will fall under the 15% seats reserved for All India Seats, the cut-off for which goes around 99.99 percentile. I am not very sure if it will accept May 2016 scores.

You can apply whenever you want, but you have to keep one thing in mind that the validity of the MAT score is only for a year.

You will get a decent college, which has average package of INR. 3 lacs to INR. 6 lacs.

50% marks of your UG and 50% marks of your entrance will be considered, then the percentile should be 97 to 98 for a good IIM. All the best for your bright future.

You will have to score more than 99.6% to get admission in IIMs. IIM-A is a top choice for management and it is not easy to get. So better aim for the highest possible marks.
