GMAT and IELTS are both requirements for any form of study you wish to pursue along with the additional work experience that is often required in MBA. If you believe you're falling short on the experience front, my best suggestion to you would be to enroll yourself in a form of study which would then allow you to scale up to a PR and a job opportunity in Canada. One of the interesting one's that I recently encountered is this Study & Work programme where you basically get to do a course while earning part-time and once you finish the course, you can work full time for about 6 months.

Though many Business Schools in Canada have work experience of 2-3 years as a mandatory requirement, there are few schools which you can apply for without any work experience like
1. Cape Breton University, Nova Scotia
2. The Goodman School of Business
3. Rowe School of Business, Dalhousie University
But in general, it's better to have work experience before pursuing an MBA as it helps with a better understanding of the course. Kenilworth Global Consulting can elucidate aspirants with further details.

Few universities in Canada do accept 15 years of education, i.e., a 3-year graduate degree from India for a Master's degree. A few universities also require you to have some work experience.

Yes, you are eligible for MBA without GMAT. The fee structure for doing MBA in Canada varies from college to college, i.e. from 5982 INR to 5 lakh in government colleges.

This would depend a lot on your long term career goals. If you intend to return to India then UK, USA is better however if you intend to explore permanent settlement abroad as well then Canada, Australia is a better option as the government rules are more flexible in terms of work opportunities post MBA. Financially as well, Canada, Australia would be cheaper compared to UK. USA
MBA in India from a good college will have an advantage as one gets opportunity of the campus placement process which is not there if one completes MBA overseas and then returns to India and looks for a work assignment.
