TSICET No you can't admission in Nava Bharathi College of PG Studies Andhra Pradesh for MBA/PGDM course without any state entrance exam.

Eligibility

The candidate should have passed his/her PG degree exams with at least 50% marks to get admission to this MBA course- Nava Bharathi College. You should also possess a degree from Osmania University or a degree accredited by the university as equivalent.

The score must be double-digit, and then hopefully, you will get some colleges. But, if it's true that you got your percentile in single digits, then sorry, there are no such colleges or universities that will take admission based on this. Prepare yourself and have good luck for next year.
