Yes, you can apply if you have 50%+ score in your graduation.

50% for general category students and 40% for Sc /St category students.

Yes you can do MCA after B.COM and arts subject of 12th standard is not stopping you to do that. Go ahead.

The cut off for MCA would be 60% in your board exams, general or lateral the requirements will be same. All the best :). .
