Yes, you can apply as you are not having any Indian degree, so this will be easy for you to do it well.

The correction window for particulars of application form will be open on NTANEET website from 15 January 2020 to 31 January 2020. During this period you can correct your photograph.

Yes you are eligible for NEET with your date of birth as according to your date of birth you will be 17 years old on 18th January 2020.

There is no limit to the number of attempts for NEET exam. Only the age limit as per category.
