It's not possible to get a free seat. But there are quite less chances for you to get admission in some government colleges and the fee structure would be less in case of government colleges.

No, it is not possible as you have to clear the exam. If the candidate has not appeared for NEET 2019 or has not qualified, he/she will not be eligible for admission in BAMS course.
