Your 428 NEET score together with your ST status creates a possibility to obtain MBBS admission at an institution in Assam. The ST category cutoff marks in Assam stood at 412-422 during the year 2022. Your mark of 428 combined with your ST category status makes you a candidate for admission at Assam Medical College and Dibrugarh and Jorhat Medical College. There are about 726 MBBS seats distributed across Assam while the ST category receives 7% reservation from the total where admission is possible. The annual tuition fees at Assam government medical colleges for MBBS education amount to INR 24000.

Mahatma Gandhi University (MGU) in Tura-Khanapara is another good alternative in Meghalaya, offering courses like MBA, BBA, etc. But whether or not it is the "best" depends on whom you ask. The other university; North Eastern Hill University (NEHU) is also popular in the region. MGU is slowly gaining recognition but might not have the same level of resources or job placements as some of the bigger universities. If it has the programme you're looking into, good.
