Going abroad for your Masters is what I would recommend, it will give you enough exposure both in teems global and opportunities. If you are interested in merchant navy you can consider pursuing it from abroad such as Singapore, UK, Australia, Hong Kong, etc.

The Indian Maritime University is a Central University that was established by Government of India for imparting quality education in the maritime field. It has an All-India jurisdiction and the headquarters is at Chennai.
It has campuses at Chennai, Kolkata, Mumbai, Visakhapatnam and Cochin. The university conducts degree and post graduate courses on nautical science, marine engineering, ship building and international transportation and logistics management. Lots of private colleges are affiliated to IMU. IMU conducts its own entrance namely All India Common Entrance Test. You may appear in CET to pursue your merchant navy career.
