Yes, of course there are certain criteria which you need to fulfil before you apply for a transfer. And, also you need to first check with BHU officials, if they would consider you for admission in 2nd or 3rd year.

At this stage of your career, you will be the best person to answer this question whether you want to go for MPA or MBA. Both the programs have different career outcomes, you may require an MBA even after doing an MPA so if your ultimate goal is to attain higher managerial role then you should opt for an MBA. If you want to stick to only finance domain then go for MBA.
